馬英九欲置阿扁總統於死地

設想任何人若是被莫須有的罪名關進監獄,生活在一間不及二坪的狹窄囚房,四面高牆,終年陰暗又潮濕,空氣老是彌漫一股霉氣,沒有桌椅也沒有床舖的空間裏,如果不是意志堅強過於常人的話,這個人不發瘋也怪。

馬英九以莫須有的罪名將擔任過兩任八年總統的阿扁,關進台北龜山監獄裏,讓他住在一間比上述條件更為惡劣的牢房。不僅如此,阿扁總統所受的待遇還不如一般受刑人。一般受刑人除了每天有固定的放風時間,也有工廠勞動的時間,也就是說一般受刑人的活動空間與體能活動,比阿扁總統更寬敞更有運動到,同時也有牢友之間的互動,可以說對身心兩者都有益處。

阿扁總統不僅退職總統之禮遇悉數早已被剝奪,不能如一般人在家含飴弄孫享受天倫之樂,更含冤受屈監禁黑牢受盡汙辱。而那個以買票騙票坐上大位的馬英九,反而高高在上,得意揚揚,繼續騎在台灣人頭上,吃香喝辣,坐享人民血汗稅金,只顧當皇帝不顧人民死活。台灣人之無知,造就了惡人享福善人卻受苦受難的諷刺人間。真是造業啊!

今天,阿扁總統在獄中不僅身體的健康不保,連頭腦智慧也不保。馬英九剝奪了阿扁總統的人身自由,關在台北監獄裏意圖讓他健康急速惡化,以除心頭大恨,但是阿扁總統過人的意志超出馬英九的預期,因此馬英九在詭計不得逞之下,變本加厲,獄方醫生長期以不當的藥品處方,讓不知情的阿扁總統服用。難怪元月初阿扁總統奔岳母之喪時,許多人都注意到他臉色與氣色與以前判若兩人。

若不是這次阿扁總統身體狀況告急,馬英九迫於輿情,讓阿扁總統戒護就醫,在桃園署立醫院的醫師細心查驗下發現馬英九的惡毒奸計,阿扁總統恐怕不日之內就會在精神方面出現問題,讓馬英九一幫人看笑話了。

台灣人,你忍心看阿扁總統繼續遭受這般不人道的待遇嗎?你忍心看阿扁總統繼續被馬英九這般羞辱嗎?

營救阿扁刻不容緩

Ativan 是一種抗憂鬱、抗焦慮、具有鎮靜作用之管制藥品,須醫生據患者之實際病情斟酌用藥,非不得已才給予處方下藥,三至五日即能見藥效,改善後即應停止。同時醫生在下藥之前必須告知患者,藥品的副作用。因為Ativon的副作用極大,會使人上癮,終生非倚賴它不可,其化學成份會阻斷腦內化學物質GABA 因而減少腦部活動,使人時而焦慮時而興奮,精神狀態失常,更嚴重的是它會傷害腦部中樞神經,使人反應遲頓,記憶錯亂,方向空間感錯亂,以及會有自殺傾向,甚至羊癲癇發作‧‧‧‧等等不良的副作用。若有患者必須連續服用此藥超過數個月之久,這位病人的病情已達到極為嚴重的狀態,已不是一般病人之療法了,而是給予精神病患者的處方。

阿扁總統在台北監獄,在不知情之下,被獄方以治療感冒竟然用Ativon餵了十四個月;結果,上述的副作用完完全全的出現在阿扁總身上。據經常去北監探視阿扁的人士說,阿扁除了臉色變差之外,反應遲鈍,甚至答非所問。陳致中說他父親的頭腦像電腦記憶力極強,可是前次探監時,阿扁告訴他,三天還想不起熟人杜正勝的名字。由此可見,阿扁的腦神經已受到嚴重的傷害了。馬英九的邪惡與無人性,這還不夠清楚嗎?

今天,馬英九無視阿扁的健康嚴重狀況,駁回家屬的請求,硬是再將阿扁送回北監。馬英九欲置阿扁總統於死的惡毒心意,無人能動搖,迫害阿扁的手法只會加劇,絕不會有絲毫的寬容。阿扁的身心健康,在馬英九的迫害下,將會在獄中加速惡化,阿扁的性命堪虞。

在阿扁總統被馬英九凌遲到半死的此時此刻,營救阿扁是刻不容緩的當急要務。我們不敢冀望馬政權會經由司法判阿扁無罪,但是一定要誓死聲請讓阿扁保外就醫,台灣人一定要設法營救阿扁,救阿扁就是救台灣,救台灣也就是救子子孫孫。

海內外的台灣鄉親們,大家攜手團結一致對抗這個邪惡的馬政權,不將阿扁總統釋放,絕不罷休。

加拿大台灣人權協會:抗議虐待陳前總統

馬英九總統鈞鑑:

最近有關前總統陳水扁在獄中的情況、以及他健康問題的報導,在加拿大台灣人社區引起了廣泛的憤慨和關注。加拿大台灣人權協會也在此表達我們的關切。

雖然對於給與陳前總統服用的藥物、以及他被囚禁狀況的一些指控,似乎有點言過其實,但很顯然他在監獄裏的情況,存有很多的問題。台北監獄對於陳前總統一再申請戒護就醫,於一個月後才將他送到署立桃園醫院,在那裏發現他確實罹患冠心症,必須即刻進行心導管手術。我們認為北監這種延遲陳前總統就醫、罔顧人命的作法是無可原諒的,這是對任何囚犯生命權與醫療權的嚴重侵害。

雖然陳前總統的囚室跟其他受刑人沒有什麼不同,但是他被監禁的情況,很顯然危害了他的健康。尤其是因為他受到特別的待遇,不允許他參加日常的監獄活動,因而缺乏運動,加劇了他的健康問題。如此,陳前總統的情況不符合聯合國囚犯待遇最低限度規則。該規則云「每一位沒有分派在外工作的囚犯,如果天氣允許的話,每天至少應有一個小時在露天做適當活動的時間」[聯合國文件E/3048 (1957) 第21條(1)]。此外,如同立委陳其邁最近一次探視後的報告,因為缺乏與其他人日常的互動和在監獄裏承受的壓力,似乎也影響了他的精神狀態。

我們無法接受監獄當局所言,陳前總統與其他受刑人接受同樣待遇的說法,因為他的情況顯然與其他受刑人不同。相信馬總統也不希望在歷史上被記載為一個讓他的前任在獄中死去的總統。

因此,我們敦促馬總統訓令法務部長,基於陳前總統的特殊地位以及他的健康狀況,必須給予適當的待遇 。這也就是說應該讓他保外就醫,同時也應改善囚室的狀況,並給予更多運動的機會。

世界上沒有一個民主國家像台灣這樣對待一位卸任總統,將他當做一般犯人關在牢裏。我們敦促馬總統彷效美國對待尼克森、南對待韓全斗煥等卸任國家元首的前例,利用第二任就職的機會,特赦陳前總統,以彰顯國際人權正義,並減少國內紛爭對立,促進台灣社會和諧。

Dear President Ma,

Recent reports concerning the conditions under which former President Chen Shui-bian is being held in prison, and about his health problems, have sparked widespread outrage and concern among Taiwanese Canadians. We wish to add THRAC’s voice to this chorus of concern.

While some allegations about medications that President Chen has been given, and the conditions under which he is being held, appear exaggerated, it is clear that there are problems with his prison situation. We especially note that the Taipei Prison authorities were inexcusably slow in responding to President Chen’s medical complaints, waiting a month before sending him to Taoyuan Hospital, where it was discovered that he indeed was in immediate need of a heart operation. This is a violation of any prisoner’s human rights.

It is clear that the conditions of imprisonment are damaging to President Chen’s health, even if his cell is no different from that of other prisoners. In particular the lack of exercise, because he is treated in a special way and not allowed to participate in regular prison activities, can only exacerbate his health problems. We note that his situation fails to meet the United Nations Standard Minimum Rules for the Treatment of Prisoners recommendation that "every prisoner who is not employed in outdoor work shall have at least one hour of suitable exercise in the open air daily if the weather permits" [UN Document E/3048 (1957), Article 21 (1)]. Moreover, the lack of daily interaction with other people and the stress of prison also appear to be affecting his mental state, as reported by legislator Chen Chi-mai after a recent visit.

It is not acceptable for Taipei Prison administration to simply state that President Chen is being treated the same as everyone else, when his case is patently not the same as everyone else. Surely President Ma would not want to be remembered in history as the man who let his predecessor die in prison. For this reason, we urge President Ma to communicate to the Minister of Justice the importance of President Chen being treated in a way appropriate to his unique status, and the state of his health. This means that he should be given medical parole, and certainly better cell conditions and more exercise opportunity.

There is no other democratic country which treats a former head of state as a common criminal and keeps him in prison. We urge President Ma to consider how the United States dealt with the case of President Nixon, and the Republic of Korea with President Chun Doo-hwan, then use the opportunity of his inauguration to a second term as President to pardon President Chen. This would be an exemplar of political righteousness and human rights to the world, bring an end to the rancor and bitterness of the past four years, and promote national reconciliation in Taiwan.

呼籲給予前總統陳水扁公正的待遇及保外就醫
嚴厲譴責台灣法務部不顧人道的犯罪行為

前總統陳水扁先生戒護就醫,確定罹患冠心症需緊急手術,否則心冠動脈阻塞將導致心臟缺氧有致命危險。全美人權協會慎重地要求台北監獄、法務部及總統府擱置政治考量,尊重醫師專業且不限定回監日期,讓蒙受政治冤獄的陳前總統接受完整診治,直至康復。同時,台北監獄也必須徹底改變陳前總統致病的不人道囚禁狀況。在野黨更應該負起監督責任,維護陳前總統的生命權與健康人權;坐視一位卸任民選元首受到如此明顯的司法人權迫害,更是全體台灣人民的恥辱。

被囚禁超過1200日的陳水扁,身體從健壯而至病危。醫師分析是長期未接觸陽光、缺乏運動以及無正常的身體活動所致。根據兒子陳致中指稱,台北監獄一天只准許他的父親有30分鐘的戶外時間。今年年初,曾連續九天困在囚室不見天日;其他受刑人每日可到工廠工作8小時,唯獨他的父親被獄方以「安全考量」爲由,終日隔離、軟禁在一間狹小且漏水的囚室。全美台灣人權協會嚴厲譴責台北監獄這種不人道、不公道、極度違反人權的犯罪行為。由於聯合國人權憲章規定,囚室必須具備通風、衛生、足夠照明與面積等基本條件,受刑人若無從事戶外工作,每日必須給予至少1 小時的戶外運動時間。同時,監獄必須配備足夠醫護人員與醫療設施,定期檢查與追蹤受刑人的身心狀况,若發現嚴重病況,應即刻保外就醫。外醫結束後獄方必須中止或調整監禁狀況避免病情復發。台北監獄罔顧病情延誤外醫,導致陳水扁病情急速惡化,應負有被法律追究之責任。

陳水扁被政治囚禁己超過1200日了,失去的自由與健康永遠無法彌補。全美台灣人權協會認為補救之道:是等他健康恢復、回復,以公開、公平、合法的同一標準的司法程序重新審理扁案,讓此案成為建立台灣司法誠信與獨立的企機。

A statement from Formosan Association for Human Rights on former President Chen regarding his inhuman imprisonment.

The Formosan Association for Human Rights (FAHR) condemns the inhuman imprisonment conditions of the wrongfully jailed former President of Taiwan, Chen Shui-bian. Chen, jailed since November 11, 2008, convicted on politically motivated corruption charges, was granted a temporary release from Taipei Prison on March 6, 2012 for a medical checkup at Taoyuan General Hospital because of his frail health. During the checkup, he was diagnosed with acute coronary syndrome and significantly reduced blood flow to the heart, a potentially fatal condition. Taipei Prison authorities had ignored Chen’s repeated requests for a hospital checkup for a month until being pressured by 13 legislators from opposition parties. Even so, the prison authorities had planned to return him back to the prison on the same day after the checkup. Chen is currently in the intensive care unit after undergoing an urgent cardiac catheterization procedure on March 7. A prostate tumor was also found during the checkup, among other undisclosed conditions.

FAHR urges Taipei Prison, the Ministry of Justice, and Presidential Office of Taiwan to set aside politics and to grant Chen a hospital stay sufficient for a thorough checkup and treatment until a full recovery is made. FAHR also calls on the opposition parties and people of Taiwan not to tolerate such inhuman treatment of the former president by the current Kuomintang government in Taiwan.

After being imprisoned over 1,200 days, Chen’s health has begun to rapidly deteriorate. The doctors at Taoyuan General Hospital attribute his poor health to long-term deprivation of sunlight, lack of exercise, and an inactive life style. Chen’s son, Chen Chih-chung, pointed out that his father has been jailed under an inhuman conditions and was allowed only 30 minutes each day for outdoor activities. Earlier this year, for nine straight days, he was even denied his daily exercise time. Unlike other inmates, who can work eight hours a day in prison factories, his father is essentially confined to a damp and undersized cell of about 70 square feet, 24 hours a day. Chen is not even allowed a desk and is forced to write on the floor. Such conditions are a direct violation of the minimum requirements for prisoners sanctioned by the UN, which requires that “every prisoner who is not employed in outdoor work shall have at least one hour of suitable exercise in the open air daily if the weather permits.” Ironically, the Minister of Justice in Taiwan cited security concerns as well as respect for a former head of state for barring Chen from working in the prison factory.

It is apparent that these inhuman imprisonment conditions have lead to the rapid deterioration of former President Chen’s health. FAHR condemns such inhuman and unlawful treatment of any prisoner, let alone a former President of Taiwan, twice elected to that office through democratic processes. FAHR also calls for international support for former President Chen’s basic human rights for proper medical treatment and, more importantly, for an appeal of wrongful imprisonment after he regains his health.

阿扁總統生病住院沒有醫療健保,可見台灣並沒有做到真正的「全民健保」。受刑人也有醫療權,只要他們願意繳交健保費,原則上他們也應該要擁有健保。

阿扁總統非但沒有健保,扁家的銀行帳戶也遭到馬英九控制下的司法單位凍結,我們為相同遭遇的人感到氣憤不平。因此我們一群台美人發起「救扁基金」,這是一份「關愛之心」,金額多寡不拘。

阿扁總統目前的情況,即使出院也不適合再回到「那個零點三坪的空間」,故將聲請讓扁保外就醫。

在此我們強力要求馬英九放手、法務部長放人,讓阿扁總統能「保外就醫」。

【特別說明】

1. 本次募款主要提供給阿扁總統使用,將全數匯入陳前總統的「凱達格蘭基金會」。

2. 台灣政府對收受捐款有嚴格限制,故我們只能捐給「凱達格蘭基金會」。每一筆捐款都有收據由「凱達格蘭基金會」開立,所以在台灣有報稅者,都可以用來抵稅,但請先告知,否則收據都以「美元」為捐款單位,因為匯率換算的關係。

由於這次的募款是由我個人先發起,再找尋各州的熱情鄉親一起來完成,陳總統及家人完全沒有來向我要求募款。所以我認為:捐給阿扁的錢,我完全相信由扁家自由應用。任何對這次活動有不信任感的,我們都婉拒捐款。

臺灣撈同支那撈係同一種,一樣咁衰屄。

我大粵想確保粵獨無憂,第一件要做嘅事就係徹底淨粵!將所有殖粵豬撈趕且!跟著再嚴力開展去支那化。

臺灣亦一樣,臺獨要無憂,必先徹底淨臺,將竊居臺灣嘅臺灣撈全數驅逐返支那!
